Programme Monitoring and Evaluation
A high premium is currently placed on quality and accountability, especially in the realm of programme provision in organisations. Questions regarding impact and efficiency need to be addressed in order to ascertain whether money that has been invested yields returns, and to provide guidelines for future improvements/refinement of programmes.
Theoretical approach to evaluation
Our frame of reference is based in the realistic evaluation approach (Pawson & Tilley). The core is the CMO: the context (physical socio-econ etc), Mechanism (programme) and Outcome and the interaction and between these three. In our context we prefer to follow a CPP process- the Context, Person and the Programme. The aim is to observe elements of these components to unequivocally ascertain which contribute to success in order to enhance and develop these aspects. In the same vain, hindrances to overall sustainability can be pinpointed. In this way it renders the evaluation both formative and summative.
What services do we provide?
Process evaluation, impact and outcome evaluation, and the design and implementation of monitoring systems.
In cases where such a comprehensive evaluation is not required, levels of empowerment of a particular group can be identified by applying a standardized Empowerment Questionnaire (Albertyn, 2000). This could applied as a baseline measure for decision making regarding further programme development and evaluation.

PME informs funding organisations on decision-making processes regarding sustained investment in existing programmes, and provides recommendations to programme staff on how programmes could be refined to best suit the needs of the group or community that is intended to benefit from it.
